Yes, I think the irregation problem is not the availability of the canals or the water, but their maintenance! So how can the farmers and the UNVDA work in collaboration for their repairs? I think the farmers Union can collaborate in their repairs so that their private farms can have irrigation access too.

The good news is that the government has recently provided funding to upgrade the infra-structure, particularly the irrigation for the development farms. This work is meant to be starting soon. I will post more once we have more information
